The School Board approved the FY 2022-24 Capital Improvement Plan on June 24, 2021. Below is the report detailing the CIP and direction for the upcoming CIP. FY 2022-24 CIP Report

Overview
Every two years, the School Board adopts a Capital Improvement Plan (CIP) that addresses APS capital needs—investments needed to improve or enhance the infrastructure of our schools—over the next ten years. The CIP includes major capital projects, such as new schools and school additions, as well as major maintenance and minor construction projects.
In June 2020, due to budgetary pressures caused by the COVID-19 pandemic, the School Board, in conjunction with the County Board, pivoted away from preparing a ten-year Capital Improvement Plan (CIP) and, instead, developed a one-year CIP. This year, the School Board is considering adopting a FY 2022 Four-to-Six-year CIP to continue building:
- plans to address APS seat needs due to ongoing student enrollment growth,
- facility enhancements at the Career Center,
- the Heights Building site, and
- needed upgrades for air quality, security, kitchens, and fields.
Recognizing that these needs might outweigh anticipated financing available, the School Board directs the Superintendent to develop a Four-to-Six-year CIP that aligns with the APS equity policy. The CIP will be acted upon by the School Board in June 2021 and then development will begin of a 10-year CIP to be approved in June 2022.
Objectives
In June 2021, the School Board will adopt an Interim FY 2022 Four-to-Six-Year Capital Improvement Plan (CIP) that:
- Meets the projected need for seats at all levels based on the Fall 2020 projections
- Potentially includes additions, modifications, program moves, leased space, new construction, and/or other solutions that fit within the projected Four-to-Six-year CIP funding
- Considers creative solutions for sizes, grade levels, and locations of all option schools, to include consideration of Pre-K thru 8 and/or Grades 6-12 models of instruction for some schools
- Provides the appropriate facilities to accommodate the full-time high school students on the Career Center campus
- Examines creative solutions for more efficient use of the Career Center campus
- Considers creative solutions to meet accessibility and short-term parking needs at The Heights
Proposed Capital Improvement Plan Projects
Kitchen Upgrades:
- Ensure that all students have access to high-quality, nutritional meals
- National school lunch program requirements continue to evolve, including more fresh vegetables, fresh fruit and scratch cooking
- Add on-site food storage and preparation space
- Improve lunch lines – serve more students in less time
Security Vestibule Upgrades
- Continue the systematic renovation of main entry vestibules to meet current safety and security standards
- Ensures visitors check-in at the main office.
- Completes upgrades at all schools.
- Satisfies the priority order provided by Safety, Security, Risk and Emergency Management staff.
Complete the Heights Building
- Originally planned to open with school in 2019 but delayed due to the county’s need for a temporary Fire Station
- Underground structure with direct access to the school space
- Provides better, direct access to the building for Shriver Program students
- Lighted turf field for school and community use
Career Center Proposal
- Reimagines a dynamic PreK-12 campus that expands secondary instructional pathways to graduation for current and future generations of Arlington students, addresses enrollment growth, and adds more secondary seats.
- Maximizes the use of the existing site to serve students countywide and meet instructional, enrollment growth and capacity needs.
- Relocates Arlington Community High School to a new location and demolishes the Fenwick building.
- Construct a new Arlington Career Center facility that expands Arlington Tech seats, provides enhanced amenities for school and community
- Relocate MPSA to the existing Career Center building and demolish the MPSA building for a field and green space. Add parking on 9th St.

Air Quality and HVAC Upgrades
- Implement staff recommended HVAC enhancements
- Ensure that more schools have increased ventilation and filtration enhancements
- Upgrade filtration to highest level possible for current systems targeting MERV-13
- Replace and/or enhance building automation system (BAS) controls in school division to maximize ventilation
- Upgrade filtration for larger common spaces with portable HEPA units

Synthetic Turf Field Replacements
- Replace Synthetic Turf Fields, shared costs with Arlington County Department of Parks and Recreation
- FY 2023 – Wakefield HS, $491,000
- FY 2024 – Washington-Liberty HS and Williamsburg MS, $1,087,000
- FY 2025 – Greenbrier Stadium (Yorktown HS), $828,000
Replacement fields cannot be paid for by bonds, must be paid for with current revenue

- If included in annual Minor Construction/Major Maintenance (MC/MM) budget, then MC/MM needs to be increased to account for the additional cost of the field replacements.

- The following status update was shared at the June 25 School Board meeting:
- The FY 2021 CIP was limited to one year due to uncertainty because of the pandemic
- The CIP was adopted without 800+ seats at the Career Center since the estimated cost of the project came in significantly over budget
- By 2024-25, APS will need about 1,000 PreK-Grade 12 seats
- Instructional planning needs to inform how new capacity fits within our school division
- Facilities and instructional planning will run concurrently with recommendations ahead of the CIP process
