School Board Appoints Executive Director of Transportation & Fleet Management

Andrew SpencerThe School Board appointed Andrew Spencer as the Executive Director of Transportation & Fleet Management in the Department of Facilities & Operations. Spencer is currently the Supervisor of Transportation for Petersburg City Public Schools in Petersburg, Virginia.

Spencer brings 15 years of experience in senior-level positions in the municipal and private sectors in the transportation management services field.

“Mr. Spencer is skilled in building and leading successful, goal-oriented teams of professional staff while overseeing budgets and resources for bottom line results. His broad experience in transportation management and commitment to staff development, operational efficiencies, and accountability will serve APS and the department well,” said John Mayo, Chief Operating Officer.

Spencer earned a certificate in Fundamentals of Civil Engineering Technology at Braxton Bragg Education Center at North Carolina State University and Campbell University in North Carolina. He also earned a Certificate in Fundamentals of Land Surveying I, II, III, IV at Forsyth Technical Institute in North Carolina. Spencer also served as a Combat Vet assigned to Bravo Company, 1st of the 508th, 82nd Airborne Division at Ft. Bragg, NC. He had multiple combat deployments.

After serving in combat, Spencer held various positions as Transportation Supervisor at Richmond Public Schools and the Director and Assistant Director of Pupil Transportation, Powhatan County Public Schools. He also served as an Independent Pupil Transportation Consultant working with school districts across the country to improve transportation efficiencies.

The Executive Director of Transportation and Fleet Management is a new position that works under the leadership of the Assistant Superintendent, Facilities and Operations. The Executive Director is responsible for managing, coordinating, supervising, and evaluating all aspects transportation and fleet management services for the school division.

Spencer’s appointment is effective March 1.
