PRC Hours
Monday through Friday: 8:30 am to 4:00 pm
Evening Hours and Saturday hours by appointment.

The Parent Resource Center (PRC) is staffed by Kathleen Donovan, Kelly Mountain, and Emma Parral.
Kathleen Donovan is a special educator who has spent her entire career in the disability community. Prior to her current position as Special Education Coordinator at the PRC, Kathleen’s roles within APS have included special education teacher, Kindergarten Integration Coordinator, and Child Find Coordinator. She is grateful for the opportunity to collaborate and learn with. and from Arlington families as they navigate the special education process and collaborate with staff as members of their children’s educational teams. Kathleen and her husband are the parents of two young adults – a son and a daughter. Kathleen holds an undergraduate degree in English Education and a graduate degree in Special Education from the State University of New York at Albany.

Gina (Piccolini) DeSalvo has been a special education teacher and coordinator throughout APS. She was also a Dean in a Fairfax County Public School middle school, overseeing special education. Gina is passionate about special education and loves staying up to date on new research. She is working on her doctorate in special education and brain injury. Gina enjoys walking families through the special education process and helping to brainstorm supports for students with complex needs. Gina holds an undergraduate degree in Elementary & Special Education from Juniata College (PA) and a masters degree in Special Education (Brain Injury Focus) from The George Washington University. Gina holds the following certifications in Virginia: Special Education, Administration & Supervision, Elementary Education, and Teaching English as a Second Language.

Emma Parral is our bilingual administrative assistant and a key member of the PRC team, who supports PRC initiatives and works closely with families who speak Spanish. Emma has four children, including three APS graduates. Her youngest daughter attends high school in APS.
