As a result of Virginia General Assembly-approved legislation that became effective in May 2021, counties, cities, and towns in Virginia (including School Boards) can now bargain collectively with employees upon adopting an authorizing ordinance or resolution. Collective bargaining is a process by which an employer (such as APS), negotiates with a group of employees (a bargaining unit) that is represented by a bargaining agent (such as a union or association) over terms and conditions of employment.
Resolution
The Arlington School Board adopted a resolution regarding collective bargaining on May 26, 2022. The Resolution sets forth the structure of collective bargaining in APS to more formally allow employee groups to organize and express their views as a group through representatives. It also defines the scope of collective bargaining and outlines the following bargaining units, grouping employees with similar interests:
- Licensed Personnel
- Support Personnel
- Administrative Personnel
Next Steps
The goal is to have collective bargaining agreements in place and in effect for FY 2024.
- Fall 2022: Elections to certify Exclusive Representatives for Collective Bargaining. Once Exclusive Representatives are elected and certified by the School Board, the parties will meet for collective bargaining negotiations.
