Elementary English Learner Lead Teacher Responsibilities

Student Placement and Progress
  • Assist in placement of new English learners in appropriate class and program.
  • Implement the Elementary and Secondary Education Act (ESEA) accountability mandates, such as placement, testing, and parental notification regarding identification, enrollment, testing, entry and exit requirements.
  • Monitor progress of all English learners by reviewing printouts of test data, placement, and passing from level to level.
  • Coordinate with staff the report card procedures for English learners.
  • Monitor progress of students exited from English Learner services by coordinating the identification, testing and reporting of monitored students.
  • Communicate with other English Learner staff when student moves to another APS location.
  • Maintain current, accurate student information and provide training to staff regarding established procedures.
  • Update student information for the Language Services Registration Center (LSRC) data base, student information system and the Office of English Learners.
  • Assist in appropriate placement of English learners in summer school programs.
Staff Development/Communication
  • Act as team leader for English Learner staff.
  • Work under the direction of the principal to coordinate activities and procedures outlined in this job description.
  • Work closely with classroom, Title I, Reading, special education teachers, testing coordinator, counselor, school nurse, office staff and administrators regarding all English Learner concerns, including ESEA mandates.
  • Act as liaison with the LSRC and the Office of English Learners.
  • Conduct training, participate and encourage participation of other staff members in staff development activities, especially for curriculum implementation.
  • Act as mentor for new English Learner staff members.
Parent Communication
  • Arrange for interpreters/translators with the LSRC and/or interpret/translate for Parent/Teacher Conferences, PTA or other school meetings.
  • Coordinate the implementation of the ESEA Parental Notification mandates.
  • Work with school staff to provide parent workshops as needed.
  • Work with Bilingual Family Specialist, counselor, social worker, and school nurse regarding students and families who need assistance.
  • Inform parents about summer school opportunities, complete summer school applications, and maintain accurate summer school information.
Assessment
  • Work with school staff to coordinate the APS and State assessment of English learners receiving services, monitored students, and opt-out students.
  • Support the school during test administration and work collaboratively to solve problems that arise.
  • Distribute information about testing procedures.
  • Collect and return all English Learner writing samples and DRP materials.
  • Coordinate Rising Sixth Grade Review, maintain student records, and send rising sixth grade information to the Office of English Learners or appropriate middle schools.
  • Maintain records of exempted students and those tested with accommodations on state-mandated tests.
  • Monitor use of “Pre-Referral Educational Checklist for Elementary Non-Native English Speakers.”
  • Implement ESEA testing mandates.
School Records and Materials
  • Monitor updating of student records for cumulative folders.
  • Maintain and order English Learner materials.

English Learner Lead Teachers may earn 30 Professional Development points per year.

Middle School Lead Teachers Responsibilities

Work with school staff to coordinate placement and progress of English learners
  • Work with Counseling regarding placement of exited students, new students, dually identified and students who changed proficiency levels after summer school and during the year.
  • Implement ESEA accountability mandates such as placement, testing, and parental notification regarding identification, enrollment, testing, entry and exit requirements.
  • Monitor progress of English learners, including opt-out, dually identified, and bridging students, by reviewing test data and placement levels and conferring with teachers.
  • Maintain current, accurate student information and provide training to staff regarding established procedures.
  • Distribute pertinent LSRC information to teachers of new students.
  • Maintain accurate student information in database, enter testing results and placement changes in APSNet.
  • Communicate with other English Learner staff when student moves to other APS schools (send English Learner portfolio).
Provide staff development and communications regarding English learners for teachers, principals and other APS staff
  • Work with administrators in the development of the teaching schedule for English Learner staff.
  • Conduct English Learner department meetings to keep English Learner staff informed about current instructional strategies, student progress, and other program information.
  • Provide instructional support to all staff members teaching English learners.
  • Conduct training, participate and encourage participation of other staff members in professional development activities.
  • Work with Special Education Program to facilitate English learner referrals to Student Study and to monitor English learners who are receiving Special Education services.
  • Work closely with mainstream staff, counseling, and administrators on all English Learner concerns including ESEA mandates.
  • Oversee job responsibilities of English Learner Instructional Assistant.
  • Act as liaison with LSRC and the Office of English Learners.
  • Complete English Learner textbook ordering.
  • Attend required meetings with Office of English Learners Specialist and Supervisor.
  • Work under the direction of the principal and Office of English Learners to coordinate activities and procedures related to English learners.
Participate in sustained, ongoing lead teacher professional development
  • Attend lead teacher meetings, including a summer building level meeting of content and instructional lead teachers with building administrator(s). Participate in other professional development opportunities.
  • Increase knowledge of best practices through training in Sheltered Instruction Observation Protocol (SIOP), Understanding by Design, and other relevant training.
